CASA 1000:

Construction of electricity transmission system which would avail the transmission of electricity surplus generated in Tajikistan and Kyrgyzstan to neighboring countries such as Afghanistan and Pakistan. After the completion, the full CASA-1000 transmission lines will move electricity at high voltages between the Kyrgyz Republic and Tajikistan (the first 477 kilometers) and from Tajikistan to Afghanistan and Pakistan (the next 750 kilometers). 





































  • Preparation stage: Reviewing of the IGA, the MoUs, and the overall Project contractual structure. Reviewing of the overall Project timeline so as to understand, for example, the proposed time line for initiating the competitive bidding process for the private sector consortium to build and operate the Project facilities;

  • Negotiation of Commercial Agreements: Provide assistance to the Tajikistani Working Group to lead the negotiation process in coordination with the Commercial Advisor, the IFIs, and designated government officials;

  • Inter-Governmental Agreement: Provide assistance to the Tajikistani Working Group in developing a plan to address the various IGA requirements for, inter alia, inter-country cooperation, harmonious tax and regulatory regimes, and so on.

  • Rights-of-Way; Land Acquisitions: In concert with the Working Group and local lawyers, identify any obstacles to the acquisition of all land and rights for the right-of-way and other necessary land; propose a way forward for addressing the identified obstacles;

  • Permits, licenses, approvals (collectively, permits): identify all necessary permits for the construction and long-term operation of the Project facilities; identify any obstacles to obtaining the permits in a timely manner; propose a way forward for addressing the identified obstacles;

  • Changes in Law: In concert with the international legal Adviser, Working Group and local lawyers, identify any changes in law (statutes, regulations, and so on) that may be necessary for, inter alia, executing any of the commercial contracts or for the construction and long-term operation of the Project facilities; propose a way forward for addressing the identified obstacles;

  • Other Matters: It is anticipated that other matters may be identified from time-to-time which may need to be addressed by the Legal Advisor, including some that may be identified by the Advisor itself.

Roghun HPPs construction related advising:

Construction of Roghun HPP with the capacity of 3,600 MW by Salini Impregilo. Infrastructure Consulting LLC advised Salini Impregilo on the regulatory framework of Tajikistan from the first day engagement with Salini until the commencement of its operation for construction of the named HPP.

CASA 1000:

Economic constituent

  • Governance provide the Intergovernmental Council (IGC) with complete and timely information on CASA 1000s progress, including assessments of risks or problems, and recommendations, so that the IGC can make proactive, rather than reactive decisions.

  • Policy provide the IGC with the necessary information to communicate to senior level government officials regarding the project.

  • Management support and facilitate informational exchanges between project committees, subcommittees and other entities to provide logistical support for project events.

  • Technical/coordination interface with the national transmission companies (NTC) and the project implementation units (PIU) of the four member countries to ensure timely information regarding potential problems or obstacles.

  • Communications facilitate the sharing of information to ensure that partners (international financial institutions (IFI), donors, other bodies) concerns are addressed in a timely manner. Maintain effective communications with the engineering, procurement and construction (EPC) contractors (procurement consultant, owners engineers, etc.).

  • Document management In order to properly manage the increased flow of information during the implementation phase, the IGC Secretariat will implement a data management system to serve as a project information center. The IGC Secretariat will collect key project data and documentation from the NTCs and IFIs to store in a single repository, and develop an efficient record maintenance system.

CASA 1000 (CASAREM)

  • Review supply & demand projections given in SNC Feasibility Update Report and other available documents.

  • Discuss and agree with GoT realistic assumptions regarding supply and demand projections, and assess surplus availability for normal, wet and dry years, using an appropriate probabilistic approach.

  • Recommend amounts of exportable summer surplus energy (firm and non-firm; peak and         non-peak) that the GoT can undertake to supply over successive five-year periods (or other      suitable timeframes) under a supply-or-pay power purchase agreement.

  • Given the impact of hydrological variability on the available surplus, develop a guaranteed      export framework suitable for inclusion in a PPA (e.g. average supply over a five-year period,      with a specified annual minimum, and similar bands for supply in each summer month)

  • Assess various risks (including transmission line outages and possible non-payment for imports) that can impact the interests of Tajikistan and propose appropriate mitigation measures.

  • Identify provisions or undertakings that could possibly enhance the value of the energy supplied under the project (or mitigate related risks) for the importing countries and therefore enable the GoT to negotiate improved terms under the PPAs

  • Provide any other assistance requested by the international commercial Adviser and the GoT In connection with the preparation of the Project.

  • Organization and carrying out a series of roundtables with international financial institutions (World Bank, EBRD, ADB, EDB, IFC and others.)., International organizations (UNDP, GIZ, JICA, etc ..), and line ministries (Ministry of Economic Development and Trade, Ministry of Finance, Anti-Monopoly Agency, etc.) to discuss issues related to the creation of the National Trust Fund for RES and EE;

  • Preparation of analytical report on barriers and opportunities for the creation of the Fund;

  • Interaction with the Government of Tajikistan and the identification of appropriate difficulty in establishing the Fund and to coordinate the work between the Ministry of Energy and Water Resources, Ministry of Finance, Ministry of Economic Development and Trade, Antimonopoly Agency, and the government in matters related to the establishment of the Fund;
